The private conversations between the Russians and Americans will be nothing like the reports being published in the media for American and Western public consumption.
The American aims in Syria are to topple Assad and install an Islamic Extremist government in Syria.
Saudi Arabia thinks it can control such a government, but they are not doing too well controlling Egypt despite the promise of giving $1bn in "aid" a year to replace any American "aid" that is lost.
America wants a loophole inserted into the UN agreement with Russia which will allow the use of force if Assad breaks any of the agreements.
This will supply the excuse to take whatever military action is necessary to topple Assad.
The excuse can always be manufactured by the insurgents, America, Saudi Arabia or Israel.
Russia wants to stop direct American military intervention in Syria.
It has said a clause for the use of force, if Assad breaks the agreement, is unacceptable.
It would be impossible for Russia to stop a False Flag operation by the insurgents or one of it's allies.
The insurgents would have even more reason to mount a False Flag if such an agreement were in place.
Assad has announced on Russian TV that any agreement is dependent upon America "stopping aid to terrorists".
Saudi Arabia and Qatar have already spent billions in arming and funding the Islamic Extremist insurgents, America has been assisting them in covert ways.
Hence the Saudi and Qatari offer to pay for a full blown invasion. Syria is getting expensive and Saudi Arabia has nothing to show for the billions spent so far- the insurgents gained ground for a while but Assad has pushed them back over the last few months.
Even if America took up the Saudi offer of paying for an invasion - America would still pay in blood, in medical costs of injured troops, in war widows pensions, in disability payments to Veterans etc.
Obama has had to suspend his plans for bombing Syria and all out war in Syria, due to the lack of Western support, the lack of UN support, the overwhelming American public opinion against Syrian intervention (despite the media barrage in favor of it), even NATO did not support it.
Obama just did not have the votes in the House to secure approval to bomb Syria, even Senate approval was looking suspect.
Obama is hoping to get some form of wording inserted into a UN agreement which will provide him with the excuse to do whatever is necessary militarily to topple Assad without getting Congressional approval.
Russia and Assad both know this and will be very wary of providing such an opportunity.
The American and Russian aims in Syria are direct opposites.
It is difficult to see how any meaningful agreement that makes much of a difference to the Syrian conflict will be reached.
Chemical weapons are just a very trivial side show for what is really going on in Syria see this.

America and Russia say they have reached a "framework agreement" for the removal of Assad's chemical weapons stockpiles. While this will prevent large amounts of chemical weapons falling into the hands of Islamic Extremists if the insurgents eventually win, it will make zero difference to the state of the conflict in Syria. 100,000 people have been killed by normal munitions and only a few hundred by chemicals.
The use of force for any breaks to the agreement for chemical weapons has not been included in the framework agreement, the penalties for any breaches will be as yet undefined sanctions.
Nothing has been heard about including stopping America, Saudi Arabia and Qatar from arming and funding the Islamic Extremist insurgents as part of the chemical weapons agreement.
Items that would of made a significant difference to the balance of power in Syria have not been included in the "framework agreement". As such it is largely a PR exercise for public consumption.
There are 100,000+ Jihadists fighting in Syria who comprise the vast majority of the active insurgents - probably 80 to 90% of them.
Many of them are foreigners from several countries - Saudi Arabia, Libya, Iraq, Chechnya, Europe etc.
America is now overtly arming the insurgents with small arms and ammunition (several news reports).
America will not be able to prevent these arms from falling into the hands of the Islamic Extremists.
The leader of Al-Qaeda - Al Zawahri, has assumed control of Al-Nusra, one of the two leading Islamic insurgent groups in Syria, and has called for further terrorist attacks on America.
