Put the NSA lawyer up on a charge of lying to Congress.

That should be fun.
I'm pretty sure that lying to Congress is against the code of conduct of whichever State Bar Association he is from.
The evidence required to get a lawyer struck off are far less onerous than a criminal conviction.
It's always best to go after the easy meat first.
Then it is easier to go after the bigger fish later.
