This will mostly affect the young who were supposed to subsidize older people due to the way that Obamacare was set up.

Young people will now have far less incentives to buy Healthcare insurance.
Their existing cheap catastrophe plans are mostly no longer available (due to Obamacare).
The Obamacare alternatives are far more expensive (up to THREE TIMES more expensive).
Young people will now not have to pay the fines for not having insurance (the above policy change just exempted them).

This will jack up the price of Healthcare insurance for everyone else, even more.
If there are fewer young people subsidizing the rest, the price for everyone else will go up.

N.B. the article refers to the insurers now being in utter chaos.
They do not know how much they should now be charging for Healthcare coverage in 2014.
The government keeps on changing the goalposts.
The insurers would of run the previous set of Obamacare rules through their actuarial departments. This new policy change will make a significant difference and they will have to run through the actuarial process again.

Calling the people in charge of the Obamacare rollout, clowns, is an insult to clowns.
It's not the first time that a jackass and ill considered statement has been made.
Obama's previous statement that you could keep your cancelled policy was never going to be a runner.
